Shared versus product-specific

B17 owns common programme/card lifecycle; B21 owns or coordinates issuer processing; B22 owns disputes. Underlying money belongs to B18 debit, B19 prepaid or B20 credit, with B07/B24 accounting and reconciliation. Physical/virtual, primary/add-on, individual/corporate, secured/unsecured, co-brand and domestic/international are additional dimensions, not interchangeable product types.

Full example and failure

DEMO-PPI-01 receives a confirmed permitted INR 2,000.00 load. An INR 600.00 spend reserves and then posts once, leaving INR 1,400.00 stored value, assuming no fees. A merchant refund links to that spend and updates the correct liability. A credit-funded load is not enabled just because credit cards exist elsewhere in Banking. Credit and prepaid programme limits/books stay separate.

Programme commissioning

Record issuer, sponsor/co-brand/LSP duties, network, BIN/IIN, processor, settlement/safeguarding bank, disclosures, secure card-data boundary, fulfilment vendor, reconciliation and dispute owner. The platform must support secure references without storing sensitive authentication data in ordinary app logs or databases.

First-release choices

Select card type and issuer model first; then form factor, customer segment, controls and channel. Secured credit adds collateral/pledge and lien release. Corporate/add-on adds liability/mandate rules. International use adds approved currency/FX, network and regulatory policy. No variant is assumed approved by this document.
